It means Horse Bones, and it is what fans of Mr. Hirasawa are known as. It's his way of being a troll. I could say a conceptual translation would be "Nobodies". If you see a pile of horse bones, supposedly, it's the kind of thing where you don't know where they came from and don't care what happens to them.
